LAW I: FIELD OF PLAY: (Guidelines to be followed as closely as practical).

A. Distinctive lines at least two inches wide.
B. A half way line shall be marked out across the field.
C. A center circle with a six yard radius shall be marked.
D. Four corner arcs with one yard radius shall be marked.
E. Goal area - six yards from each goal post and six yards into the field of play, joined by a line drawn parallel with the end touch line.
F. Penalty area - twelve yards by twenty yards.
G. The field of play for all ages shall be rectangular. Its length shall be between fifty and seventy yards and width shall be between forty and fifty yards. The length, in all cases, shall exceed the width.
H. The goal size shall be six feet high and twelve feet wide.
I. Players, Coaches and Spectators area is between the twelve yard lines and three yards off the touch line. Coaches and/or spectators may not enter the field of play during the match without the referee’s permission.

LAW II: THE BALL

A. U-8 and U-9 use a size 3 ball.
B. U-10 use a size 4 ball.

LAW III: NUMBER OF PLAYERS:

A. U-8, U-9 shall have a maximum of 7 players on the field at any one time including the goalkeeper. Team rosters shall be limited to 11 players.
B. U-10 shall have a maximum of 8 players on the field at any one time including the goalkeeper. Team rosters shall be limited to 12 players.
C. SUBSTITUTION: Unlimited for either team on any dead ball, i.e., throw ins, goal kicks, or injury.
D. PLAYING TIME: Each player must participate a minimum of 50% of the total time of the game with exceptions for behavior, or persistent failure to attend team practices.
E. SEX: Teams will be divided by gender.

LAW IV: PLAYER’S EQUIPMENT:

The following equipment is mandatory for all players:
A. Jersey or shirt tucked in.
B. Shorts
C. Socks
D. Shinguards
E. Approved soccer shoes (no baseball cleats)
Players shall not wear anything which is dangerous to another player or to themselves (i.e. rings, earrings, watches, etc.) No player shall be allowed to participate in a hard cast - no exceptions!

LAW V: REFEREES:

A. Official referees should be used. Older age group players are highly recommended.

B. The referees decisions shall be final.

C. Referees shall verbally explain the infraction called on the offending player.

D. Each team shall provide a linesperson on referee request.

LAW VI: DURATION OF GAME:

A. U-8 and U-9, the game shall be divided into four equal quarters of twelve minutes each, with a two minute break between quarters, and a five minute half time break.

B. U-10, the game shall be divided into two twenty-five minute halves, with a five minute half time break.

LAW VII: THE START OF PLAY:

A. Opponent must be outside the center circle until ball is in play.

B. The ball is in play as soon as it is touched.

C. The ball cannot be touched by the first player until another player has touched the ball.

LAW VIII: BALL IN AND OUT OF PLAY:

A. Conform to FIFA laws of the game.

B. The ball is out of play only when it has wholly crossed the goal or touch lines.

LAW IX: METHOD OF SCORING:

A. The whole of the ball must cross the goal line between the goal post and under the cross bar.

B. The ball cannot be thrown, carried, or intentionally propelled by hand or arm over the goal line.

LAW X: OFF-SIDES:

A. U-8 and U-9, no off-sides rule to apply. Except in the advent of continuous gross advantage, the referee will impose the FIFA off-side law and award an indirect free kick to the opposing team.

B. U-10, Conform to FIFA off-side rules.

C. The referee must explain all infractions to the offending player.

LAW XI: FOULS AND MISCONDUCT:

A. All fouls will result in an indirect free kick (with the nearest opposing player six yards away).

B. The referee must explain all infractions to the offending player.

LAW XII: FREE KICKS:

A. Shall be classified under one heading - "Indirect" .

B. A goal may not be scored until the ball has been played or touched by a second player of either team.

LAW XIII: PENALTY KICKS:

A. No penalty kicks are to be taken during these games.

LAW XIV: THROW IN:

A. Conform to FIFA Laws of the game.

B. One re-throw must be allowed if foul throw occurs, with brief correction by the referee.

LAW XV: GOAL KICK:

A. Conform to FIFA Laws of the game.

B. May be taken from any point inside the goal box (six yard box).

LAW XVI: CORNER KICK:

A. Conform to FIFA Laws of the game.

B. May be taken from any point inside the corner area.

LAW XVII: GOALKEEPER:

A. The ball is to be considered in the goalkeeper’s possession whenever the goalkeeper is touching the ball in the penalty area. FIFA laws apply.

B. FIFA Laws of the game shall apply outside the penalty area.

C. Upon possession of the ball, if excessive steps or time are taken, the referee shall give the goalkeeper brief instruction and allow the goalkeeper to replay the ball.

D. The goalkeeper shall not deliberately be touched/kicked when attempting to play the ball.

LAW XVIII: SPORTSMANSHIP:

A. Team coaches and players shall shake hands with opponent and referee after each game.

B. Coaches, managers, team officials and parents shall not criticize game official at any time and shall encourage the same attitude among all players and spectators.

C. Game scores shall be kept for U-10 only.

D. Publicity of games and results is forbidden.

E. Opposing teams and spectators should be on opposite sides of the field.

APPENDIX

LAW I - FIELD OF PLAY

The field of play shall be rectangular in its length (fifty to seventy yards), and width (forty to fifty yards). The length in all cases shall exceed the width.

The goal size shall be six feet high and twelve feet wide.
