The soccer fields are located across from the International House of Pancakes in Issaquah. Take exit # (state route 900) and head north. Take a left at the first main intersection, there is an AM/PM on the corner. The soccer fields are across the street from the AM/PM gas station.

Welcome Players, Coaches, Officials and Spectators!
The Issaquah Soccer Club is pleased to welcome you to the 8th Annual Issaquah
Kick-Off Tournament. This fun event helps recreational teams prepare for their
upcoming fall season. We sincerely hope this tournament will be an enjoyable
and memorable experience for all.
A special thanks is extended to all the volunteers who have devoted much of
their free time to make this tournament possible.
A word of appreciation for our sponsors and to Sammamish State Park whose
resources and support of Issaquah Soccer Club plays an important role is
providing the opportunity for our children to enjoy the great game of soccer.
They would greatly appreciate your patronage.
The following items will help the tournament run safely and smoothly:
1. In consideration of others, NO SMOKING is allowed on the sidelines.
Smoking is allowed in the parking lot only. Thank you for your co-operation.
2. Parking is at a premium. Please carpool whenever possible.
3. There is one access road to the fields for emergency vehicles in case of injury. Please note this no parking area as you are locating parking space.
4. Please take care to properly hydrate the players. Players should drink
plenty of water before, during and after the games.
5. Pets are not allowed in any area of the
soccer complex.
Once again, thanks for coming and may your stay with us be a pleasant one. Good

The Issaquah
Soccer Club together with The East King County Referees Association is
responsible for providing the officials for our tournament. These Referee
Associations, in cooperation with EYSA, also uses the tournament as a means to
involve our youth in officiating, as both referees and assistant referees. We at
the Issaquah Soccer Club promote and encourage these young people to become
involved and make the game day experience more enjoyable for the young players
they interact with. Many of these young people will go on to become excellent
officials as young adults.
The program emphasizes using our qualified young people to officiate as many
games as they can in the tournament at their highest possible level. In this
case, you may see referees who are not much older than the teams who are
playing. We are attempting to give them as much experience as possible under the
observation of more senior officials who provide mentoring support and help in
improving their officiating skills.
As always, we will attempt to provide a referee and assistant referees for a
three officials system for all games. However this is subject to availability of
qualified officials. Officials are not expected to do more than two assignments
per day unless they wish to. Accordingly, three official systems will be
assigned with the priority given to descending order of age.
It is likely that the younger age groups will be covered by assistant referees
that are learning the eleven a side game.
We are asking for your cooperation and patience in supporting our youth
officials. Coaches please have parents and spectators remain behind the second
line and remain where possible in the half of the field opposite to where the
assistant referee is running. Everyone should refrain from yelling out at, or
directing any intimidating behavior toward any official because you disagree
with a decision made by the team of officials. Please remember that if today's
youth are tomorrow’s players; today’s young officials are tomorrow’s officials.
Your sideline behaviors will be the major determining factor whether or not
these young people enjoy the experience and if they plan to continue on to
become future officials.
If you have comments, suggestions, or question regarding the tournament, please
direct them to the Referee Coordinator, care of Tournament Director.
If you are grateful for the game control and your players enjoyed the
experience.... then the team of officials played their part. Please take time to
have your players thank them.

This tournament is sanctioned by the Washington State Youth Soccer Association (WSYA) and will have a tournament director appointed by the Issaquah Club (ISC). Games will be played in accordance with FIFA laws except where noted.
All player and coaches must be registered with their local associations. We allow 6 guest players, however, any guest player can only be a registered Recreational player. NO SELECT TEAMS OR PLAYERS ARE ALLOWED IN THIS TOURNAMENT. Coaches are required to turn in a roster prior to the tournament signed by their club registrar certifying that all players on the roster are Recreational Players only. 2) FORMAT.
The tournament will be held for the following age groups
Boys U11 U12 U13 U14 U15 U16 U17 U19
Girls U11 U12 U13 U14 U15 U16 U17 U19
Each team is guaranteed three games to be played on Saturday and Sunday. Team Rosters are limited to a maximum of eighteen (18) players, with only four being substitute players and must show proof that they are registered with your club.

3 3) GAMES.
A. Reporting Match Scores:
All match scores will be reported to the tournament officials by the referee. Coaches or team representatives do not have to turn in game scores.
B. Match Duration:
All games will be 30-minute halves with 5 minutes between halves.
C. Match Scoring
Preliminary matches will be scored as follows:
6 points for a win
3 points for a tie (no extra time)
0 points for a loss
1 point for a shutout, except for a 0-0 tie
1 point per goal up to 3 goals per game
1 point subtracted for each red card
With a maximum of 10 points per game
Note: A forfeited game is recorded as a 1-0 win for the winner.
Teams with the highest point totals advance to the semi-final or final games as described below.
All semi-final and final games will be played to a win according to WSYSA rules.
D. Tie Breakers:
Semi-final and final games that remain tied at the end of regulation time shall be decided through a penalty kick shoot-out. No extra time will be played.

1) The winner in head to head competition.
2) Fewest goals against.
3) Most goals for.
4) Most wins.
5) Most shutouts.
6) Coin toss, performed by the tournament director in the presence of a representative of each team.
E. Divisions:
Divisions will be set up according to the number of registered teams. The tournament director will decide the groupings using criteria such as (but not limited to): Age and skill level Gender Number of teams in age or skill category. The following is the format to be used by ISC for youth tournaments.
1) Four Team Divisions: After the preliminary games, the team with the most points plays the team with the second most points in the final.
2) Five Team Divisions: After the preliminary games, the team with the most points plays the team with the second most points in the final.
3) Six Team Divisions: The teams will be divided into two groups. The winner of each group will play the second place team from the opposite group in a semi-final match. A final championship game will be held for the winners of the semi-final matches. The third place team from each of the three team groups will play each other in a consolation game as their third game.
4) Eight Team Divisions: The teams will be divided into two groups. The winner of each group will play the other in the final match.
4) PLAYING RULES:
A. Each coach will be personally responsible for proper spectator conduct.
B. All teams will have matching soccer uniforms. Each player will have an identifiable number on his or her jersey.
C. Each coach must check in at the registration center at least 30 minutes prior to the team’s first scheduled match to receive final roster approval and last minute schedule changes. Failure to obtain roster approval will result in forfeiting your first game. No changes to rosters will be allowed after the start of your first game.
D. The first team listed on the schedule is designated as the “home” team and will have its choice of sideline and will change jerseys or wear scrimmage vest in the even of color conflict.
E. Both teams must be prepared to provide a regulation game ball for each match (size 4 for U-12 and U-13; size 5 for all others).
F. No player may compete for more than one team in the tournament.
G. Substitutions may be made, with the consent of the referee:
1) Prior to a throw-in, in your favor.
2) Prior to a goal kick, by either team.
3) After a goal, by either team.
4) After an injury, when the referee stops play, by either team.
5) At half time.
6) When the referee stops play to caution a player, only the cautioned player may be substituted prior to restart of the game.
H. Any player wearing an orthopedic device must have it checked and approved by the Tournament Officials prior to their first game. All plays must have a “Letter of Waiver” from WSYSA.
I. Each coach must sign in at check in that he or she understands all the tournament rules, prior to playing their first game.
5) JUDICIARY AND MISCONDUCT:
A. The Judiciary Director shall adjudicate all disputes or abandoned games. The Judiciary Director is empowered to issue appropriate penalties necessary to obtain compliance with the spirit and purpose of the tournament, up to and including disqualification of any offending team from further participation. The decision of the Judiciary Director is final.
B. No protest will be allowed.
At the conclusion of each match, the official will give the Judiciary Director the first and last names, jersey number, team name, and an explanation of circumstances for every player cautioned and/or sent from the field.
Any player receiving a caution shall receive one (1) misconduct point. Any player receiving a sending off shall receive two (2) misconduct points. Any player accumulating two (2) misconduct points shall be automatically suspended from the next game. Any player accumulating four (4) or more misconduct points shall be automatically suspended from the remainder of the tournament, beginning with the next game. In addition, the Judiciary Director reserves the right to levy stricter penalties, as deemed appropriate.
In addition, all red and yellow cards, and all other matters involving the conduct of a team, its players, coaches, and supporters will be recorded by the tournament officials. This recorded information will be reported immediately to the home state association and the home club/league of that player, coach, team, or supporters involved. All matters involving referee assault shall, in accordance with USSF Rule 1108, be referred immediately to WSYSA (The Host stated Association).
In addition, matters involving misconduct (except referee assault) may be subject to additional sanctions by the home club/league of the player, team, coach, or supporters, within their respective jurisdictions.
5) JUDICIARY DIRECTOR:
All references in these rules to the Judiciary Director mean either the Judiciary Director or an appointed representative of the Judiciary Director.
6) FIELD CONDITIONS:
A. There are NO DOGS ALLOWED on the soccer complex.
B. In the event of an emergency on the field, notify the nearest Field Marshal.
They will be identified by staff shirts and/or nametags.
C. It is the responsibility of an adult chaperone of the team to accompany their player.
D. At no time are any alcoholic beverages allowed at the fields.
E. It is the responsibility of each team to remove all of their debris from the field after completion of their game.
